13th -15th Amendment Primary Sources

The Congressional Globe, or the Globe, is the record of congressional debate from 1833-73.  It was preceded by the Annals of Congress (1789 -1824) and the Register of Debates (1824-37), with which it overlaps in part.  In 1851, the Globe started to contain “somewhat” verbatim transcripts of floor statements.  It was followed by the Federal Register.  Use the appropriate timeline to locate relevant text.  (Source Library of Congress).

  • January 1864: Senate begins discussing amendment proposals.
  • February 10, 1864: Senate Judiciary Committee reports amendment.
  • April 8, 1864: Passed in Senate.
  • January 31, 1865: Passed in House.
  • December 6, 1865: Ratified by states.

14th Amendment's Passage Timeline

  • June 8, 1866: Passed in Senate.
  • June 13, 1866: Passed in House.
  • July 9, 1868: Ratified by states.

15h Amendment's Passage Timeline

  • February 17, 1869: Passed in Senate.
  • February 20, 1869: Amended and passed in House.
  • February 25, 1869: Conference report made and passed in House.
  • February 26, 1869: Conference report passed in Senate.
