Introduction to Pennsylvania State Tax Law

Pennsylvania’s state revenue practices and tax collection laws provide for the funds necessary to fuel the many critical functions of state government. These practices are intertwined with the economic life of the state, serving to funds essential services like education, healthcare, and infrastructure development.  Pennsylvania employs a diverse mix of revenue sources, ranging from personal income tax and sales tax to corporate taxes. These systems are subject to constant adjustments to remain relevant and effective.

The state’s tax collection laws empower agencies like the Pennsylvania Department of Revenue to efficiently and thoroughly enforce compliance. These laws encompass everything from filing deadlines and audit protocols to the often-intricate appeals process, while offering taxpayers resources and guidance to meet their obligations without undue hardship.

This guide is designed to permit Villanova University law students to find information regarding Pennsylvania’s tax laws and procedures. This Guide is meant to be a study supplement and features resources available through the Villanova University School of Law Library.  It provides a point of departure for law students and other legal professionals conducting research into Pennsylvania tax law.  As with all legal research, continue your efforts until you find you have a clear understanding of the issues at hand and enough of the proper authority to support your arguments.  Update your selected authorities with citation services such as Shepard’s, KeyCite, or B-Cite
