Professor Aagaard on Effective Load Carrying Capacity

Energy resource reliability is crucial in today's expanding grid landscape and Effective Load Carrying Capability (ELCC) may be essential toward ensuring reliable power supplies. While ELCC improves resource evaluation, it's not without challenges, and implementing it involves judgment calls that can stir controversy. Professor Todd Aagaard, with the Villanova University Charles Widger School of Law, and Professor Andrew Kleit, with the Penn State College of Earth and Mineral Sciences, in their new article Marginal vs. Average Effective Load Carrying Capability: How Should Capacity Markets Deal With Alternative Generation Forms?, use an economic model to compare the primary ELCC methods and explore solutions to mitigate the challenges to each.
